How Arizona assessment appeals generally work (state framework reviewed 2026-08-02 from official Arizona sources): County assessors determine full cash value and limited property value for locally assessed property and apply the statutory percentage for the property's legal class. Assessment ratios vary by class; class-three primary residential and class-four other residential property are generally assessed at 10%, while other classes use different percentages. A property owner may petition the County Assessor for review and then appeal the assessor's decision to the applicable County Board of Equalization or State Board of Equalization. Arizona law also permits a valuation or classification appeal directly to court within the applicable statutory period without exhausting the administrative route.
