How Iowa assessment appeals generally work (state framework reviewed 2026-08-02 from official Iowa sources): County and city assessors generally value residential, commercial, industrial, and other locally assessed real property at actual or market value. Agricultural property is valued by productivity, and statutory assessment limitations can reduce taxable value without changing the parcel's assessed value. A property owner may request informal review from the assessor and may protest to the local Board of Review. A Board of Review action may be appealed to the Iowa Property Assessment Appeal Board or directly to District Court, with later judicial review available under the applicable statutes and rules.
Iowa deadline framework: Informal review is generally available April 2 through April 25, and a regular-session protest to the local Board of Review is generally due April 2 through April 30. Boards generally meet May 1 through May 31, subject to authorized extensions. An appeal from the Board of Review to the Property Assessment Appeal Board or District Court is generally due within 20 days after the board's adjournment; disaster, equalization, and other special sessions use different calendars.
