Property Tax Grievances in Steuben County, New York
Steuben County owners contest the assessment through the local city, town, or assessing village listed on the roll. The ordinary 2026 administrative windows have passed, but the FairPath owner-guided evidence packet remains available year-round. It can organize the municipal roll entry, owner-verified corrections, relevant sales and assessment comparisons, photographs, condition records, calculations, and official source links. FairPath does not file RP-524, choose the owner's value opinion or requested assessment, communicate with an assessor or Board for the owner, or predict a value change, tax bill, savings, or filing outcome.
Assessment context: Confirm the assessing municipality, SWIS identity, parcel number, property class, exemptions, assessed value, and local uniform percentage. Steuben County publishes tentative and final rolls plus a detailed calendar that separates cities, towns, and assessing villages. The 2026 calendar shows Hornell's early cycle, Corning's separate May date, an ordinary May 26 town date, and many alternate town dates extending into June. Corning and Hornell, villages, Finger Lakes and Keuka-area influence, river valleys, farms, wooded acreage, manufactured homes, wells, septic systems, and rural access create distinct comparison contexts. Do not compare raw assessments across municipalities without the correct assessment level.
Filing process: New York generally uses Form RP-524 outside New York City and Nassau County. Use Steuben County's current roll and municipality-by-municipality calendar to identify the responsible office and date, then confirm the local tentative-roll notice, assessor sitting dates, Board hours, delivery method, copies, and any appointment procedure. The 2026 county calendar itself instructs owners to check with the local municipality for the specific date. The owner supplies the grounds, value estimate, requested assessment, signature, and supporting facts. After the Board determination and final roll, eligible owners may have Small Claims Assessment Review, while other matters may proceed through tax certiorari under separate requirements. FairPath does not select eligibility or file a court proceeding.
Evidence to review: Start with the current local roll and property record. Flag measurable errors in acreage, living area, units, basement finish, garage, barns, outbuildings, property class, exemptions, utilities, or improvements. Select arm's-length sales or assessment records from the same assessing unit and relevant market area, then explain differences in city, village, lake-influenced, valley, agricultural, or remote-rural location; site size; road access; water and septic; property type; effective age; renovation; and condition. Use the correct local uniform percentage before comparing assessments. Dated photographs, inspections, surveys, permits, contractor scopes, and owner records can document physical facts. Repair cost is not an automatic dollar-for-dollar value adjustment. Owner facts stay attributed and require homeowner approval.
Current deadline guidance: 2026 local grievance windows are closed; verify the 2027 municipal calendar. Steuben County's official 2026 calendar lists different Grievance Days for its cities, towns, and assessing villages. Many towns used May 26, 2026, while numerous others used later May or June dates, and Corning and Hornell followed separate city calendars. The responsible municipality's current calendar and notice control; no countywide deadline is inferred.
Steuben County publishes many alternate Grievance Days; the ordinary fourth-Tuesday date is not safe for every town.
Hornell and Corning use separate city calendars, while several assessing villages also have their own cycles.
The county calendar expressly says to verify the specific date with the local municipality.
City, village, lake-influenced, agricultural, valley, wooded-acreage, and remote-rural properties require distinct comparisons.
Preserve the municipality row from the current county calendar together with the local notice, tentative-roll page, parcel identifier, assessment percentage, and retrieval date. The county calendar is an orientation source; local office instructions still control receipt details.
For rural comparisons, document road access and maintenance, usable acreage, slope, water and septic, barns and other improvements, manufactured-home status, timber or agricultural influence, and distance to services. Similar acreage alone does not establish a comparable market property.
