How Indiana assessment appeals generally work (state framework reviewed 2026-08-02 from official Indiana sources): County or township assessors determine true tax value using market value-in-use. Assessed value is the starting point for later deductions, credits, tax caps, and tax-rate calculations rather than a fixed fractional assessment of market value. A property owner initiates review with the local assessing official on Form 130, followed by an informal conference and, if unresolved, review by the County Property Tax Assessment Board of Appeals. A final county-board determination may be appealed to the Indiana Board of Tax Review and then the Indiana Tax Court.
Indiana deadline framework: For real property, the current Form 130 flowchart sets June 15 of the assessment year when the assessment notice is mailed before May 1, or June 15 of the year taxes are due when notice is mailed on or after May 1. Personal-property appeals generally allow 45 days after notice. A petition to the Indiana Board of Tax Review is generally due within 45 days after the county-board order; failure to hold a timely county hearing and later Tax Court review have separate triggers.
Local variation in Indiana: Counties may use county or township assessors and may provide notice through Form 11 or the tax bill. Local assessing officials and county boards control contacts, informal conferences, hearing calendars, records, and submission instructions. Objective claims, refunds, personal property, and state-assessed property require separate checks.
Before relying on a date: Resolve the county or township assessing official, assessment and tax years, property type, Form 11 or tax-bill notice date, and claim type, then verify the current Form 130 filing instructions, informal-conference record, county-board hearing and order, Form 131 deadline, and any Indiana Tax Court requirements.
