Property Tax Appeals in Dorchester County, Maryland
Dorchester County assessments are made by the Maryland Department of Assessments and Taxation (SDAT), and a first appeal is heard by SDAT's Supervisor of Assessments in Cambridge, not by county government. SDAT's Dorchester reassessment-area map lists Area 3 as assessed effective January 1, 2024, with reassessment again on January 1, 2027. SDAT says owners are notified of any assessment change in late December, and the appeal must be filed within 45 days of the date on the notice. A free property worksheet and Area Sales Listing come from SDAT before the review. FairPath can organize those official records, the owner's chosen sales, and documented condition into an owner-guided packet. The owner reviews and approves its contents, states the disputed market value, and files the appeal.
Assessment context: Dorchester accounts fall into three reassessment areas, and only Area 3 is reassessed for January 1, 2027. At its prior reassessment, SDAT reported that Dorchester's Group 3 residential full cash value rose 22.3% over the January 1, 2021 base, with 2,920 of 3,108 residential improved properties, 93.95%, increasing, against 96.61% statewide (Tables R-1 and R-2, December 2023). Increases phase in over three years. Cambridge's older neighborhoods and waterfront, Hurlock, Vienna, Secretary, East New Market, and Church Creek, the marsh country near Blackwater, and Hoopers and Taylors Islands are different markets. Low elevation, tidal flooding, road access, septic limits, age, and condition can each affect value. The appeal is about market value, not the rate or the bill.
Filing process: Dorchester's SDAT office is at 501 Court Lane, Cambridge. An appeal is due within 45 days of the notice date and can be made online with the notice's control number or on the paper form that came with the notice. SDAT conducts the Supervisor's-level review by telephone, video, in person, or in writing, lets an owner postpone once, and aims to close reassessment appeals by June 1. The final notice opens a 30-day window to appeal to the Dorchester County Property Tax Assessment Appeal Board, and that board's decision opens 30 days to file with the Maryland Tax Court, which has no filing fee. In non-reassessment years, a petition for review is due by the first working day after January 1. A deed transferred between January 1 and June 30 permits a new-owner appeal within 60 days, once the deed is recorded.
Evidence to review: The property worksheet records how SDAT valued the land and building, including home-site and excess-land rates, living area, quality, condition, depreciation, and the Neighborhood Adjustment, so recorded errors are the first place to look. SDAT's Area Sales Listing may be supplemented with sales from SDAT's Real Property Search or other sources, and comparable-property worksheets are available for a nominal fee. In Dorchester, elevation and flood exposure, island or mainland access, and the extent of repairs can separate otherwise similar homes, so sales that match on those points are most useful. Flood damage, failing septic or wells, shoreline loss, and other deferred maintenance are documented with dated photographs, inspection reports, elevation certificates, or contractor estimates that the owner approves, and each exhibit carries its source.
Current deadline guidance: 45 days from the assessment notice date. A Dorchester County owner files the first-level appeal with the Maryland SDAT Dorchester County assessment office in Cambridge within 45 days of the date on the assessment notice. A petition for review or new-owner appeal has its own eligibility and deadline.
