Property Tax Appeals in New York County, New York
New York County property is administered as Manhattan within New York City's assessment system. This is not the ordinary New York RP-524 grievance path. The Department of Finance issues the Notice of Property Value, while the independent NYC Tax Commission reviews timely applications for correction. The ordinary 2026/27 deadlines have passed. Assessment context: Start with the 2026/27 Notice of Property Value and record the borough-block-lot identifier, tax class, Department of Finance market value, assessed value, effective market value if shown, exemptions, and descriptive property data. Manhattan's condominium units, cooperative buildings and shares, townhouses, brownstones, mixed-use buildings, regulated and unregulated rentals, office, retail, hotel, and other commercial property require different valuation methods and forms. A nearby address may differ in legal use, tax class, unit count, floor area, elevator and doorman service, renovation, view, floor, air rights, tenancy, income, expenses, or immediate submarket. A Finance property-data correction is separate from a Tax Commission application and does not preserve the appeal deadline.
Filing process: Use the current Tax Commission instructions to identify the form that matches both property and claim. The Commission lists TC108 for Class 1 valuation claims, TC101 for Class 2 or 4 property other than condominiums, TC109 for Class 2 or 4 condominium units, and TC106 for classification, exemption, or other claims. Income-producing property can require TC201 schedules, and cooperative or condominium board filings can require TC203 materials. For 2026/27, applications had to be received by 5 p.m.; email was not an accepted filing method. Manhattan owners could deliver at 1 Centre Street or the 66 John Street Finance Business Center. Keep the signed application, schedules, notice, proof of receipt, later agency requests, and any offer. A later revised notice exception is narrow and should be verified against its issue date and stated change.
Evidence to review: Match the evidence to the tax class and claim. For a Class 1 townhouse, analyze relevant sales around the valuation period and explain building width, lot, floor area, legal use, condition, renovation, outdoor space, and block location. Condominium evidence should control for building, unit line, floor, view, size, amenities, common charges, renovation, and sale timing. Cooperative evidence requires care because the assessed real property is not identical to an individual share sale. Income-producing property calls for reliable rent, vacancy, expense, regulatory, and capitalization support on prescribed schedules, not a residential sales list alone. Dated photographs, permits, plans, appraisals, leases, closing records, and agency data can document factual differences. A repair estimate is not an automatic dollar-for-dollar value adjustment. Owner-provided facts stay attributed and require homeowner approval before entering a packet.
Current deadline guidance: 2026/27 deadline passed: March 16 for Class 1; March 2 for Classes 2, 3, and 4. For New York City's 2026/27 roll, Tax Commission applications had to be received by 5 p.m. March 16, 2026 for Tax Class 1 and March 2, 2026 for Classes 2, 3, and 4. A qualifying revised notice dated after February 1 can create a separate 20-calendar-day rule. Receipt, not postmark, controlled.
New York County appears in the city system as Manhattan; the NYC Department of Finance values property and the independent NYC Tax Commission reviews applications.
