Property Tax Protests in Waller County, Texas
Waller County homeowners challenge a Waller County Appraisal District (WCAD) value by filing a written notice of protest for consideration by the Waller County Appraisal Review Board, a board of county residents appointed by the local administrative district judge. WCAD's most recent protest release sets the deadline at May 15 or 30 days after WCAD mails the notice of appraised value, whichever is later. The usual May 15, 2026 date has passed, and WCAD has not yet published a 2027 notice-mailing schedule or deadline. Assessment context: WCAD's release explains that after the ARB completes its hearings and approves final appraisals, taxing units use those appraisals to set their tax rates, so a WCAD protest addresses the appraisal rather than any tax rate. The issues WCAD lists as protestable include the appraised or market value, unequal appraisal, inclusion of the property on the appraisal records, denial of a partial exemption such as a homestead exemption, denial of agricultural or timber productivity appraisal, a change-of-use rollback determination, the taxing units assigned to the property, and ownership. An owner can review a property's WCAD record through the district's Property Search and interactive map before deciding whether the value or a record detail appears wrong. WCAD's home page also notes that an owner can ask to receive the district's communications electronically by returning the Comptroller's Form 50-843.
Filing process: WCAD's home page links its Taxpayer Portal as the Taxpayer Appeal option; the portal describes itself as the place to access property details, opt into electronic communication, review documents and manage applications. A written notice of protest can also be mailed to WCAD's P.O. Box 887 in Hempstead or delivered to the office at 900 13th Street, including through the drop box on the north side of the front of the building. WCAD's Forms page links the Comptroller's Notice of Protest (Form 50-132) and the Appointment of Agent form (50-162). Once a timely protest is filed, the ARB schedules a hearing and sends written notice of its date, time and place; an owner who wants a telephone or videoconference hearing must request it in writing at least five days before the hearing date.
Evidence to review: WCAD's 2026 ARB procedures require each party to give the other a copy of the evidence it intends to offer before or immediately after the hearing begins, and an owner checking in should provide evidence to be scanned. The ARB accepts electronic evidence only on USB (Type A) flash drives or CD/DVD, in PDF, Microsoft Office, JPEG, PNG or TIFF format, and will not accept evidence on cell phones, tablets, laptops, cameras or SD memory cards. An owner using a remote hearing must submit a written affidavit of any evidence before the hearing begins. Current deadline guidance: The usual May 15, 2026 deadline has passed; WCAD has not yet published a 2027 notice-mailing date or deadline. Waller County Appraisal District's most recent protest press release (April 19, 2023) states that a property owner must file a written notice of protest before May 15 or within 30 days after the appraisal district mails the notice of appraised value, whichever is later, consistent with Texas Tax Code §41.44. For regular 2026 notices the usual deadline was May 15, 2026; a notice mailed after April 15 carried a later date, 30 days after mailing, printed on that notice. As of this review, WCAD's published materials do not identify a 2027 notice-mailing schedule or protest deadline. May 15, 2027 falls on a Saturday, so an owner should rely on the deadline printed on the 2027 Notice of Appraised Value.
Bring evidence on paper, a USB (Type A) flash drive or a CD/DVD: WCAD's 2026 ARB procedures say the board will not accept evidence on phones, tablets, laptops, cameras or SD cards.
For a telephone or videoconference hearing, WCAD's procedures require a written request at least five days before the hearing (10 days with an agent) and a written affidavit of the evidence before the hearing starts.
An owner without an agent can postpone a hearing once without showing cause by asking the ARB before the hearing date, in writing, including by fax, email, telephone or in person.
WCAD's newest protest press release dates from April 2023, and May 15, 2027 falls on a Saturday; for the 2027 cycle, rely on the deadline printed on the Notice of Appraised Value.
