Property Tax Appeals in Caroline County, Maryland
In Caroline County, property values come from the state: the Maryland Department of Assessments and Taxation (SDAT) sets them and its Supervisor of Assessments in Denton hears the first appeal. SDAT's Caroline reassessment-area map shows Area 3 assessed effective January 1, 2024, with its next reassessment on January 1, 2027. SDAT notifies owners of a changed assessment in late December, and the appeal is due 45 days after the date printed on that notice. SDAT gives the owner a property worksheet and Area Sales Listing free before the review. FairPath can assemble those official records with sales the owner chooses and condition the owner documents into an owner-guided packet. The owner reviews and approves every page, decides the value to state, and files the appeal with SDAT.
Assessment context: Caroline's accounts are divided among three reassessment areas, and the January 1, 2027 reassessment reaches only Area 3. At that area's last reassessment, SDAT reported that Caroline's Group 3 residential full cash value grew 31.3% over the January 1, 2021 base, with 3,026 of 3,125 residential improved properties, or 96.83%, increasing (Tables R-1 and R-2, December 2023). Increases phase in across three years and decreases apply at once. Denton, Federalsburg, Greensboro, Ridgely, Preston, and Goldsboro each have their own in-town housing, while Choptank River lots, crossroads villages near the Delaware line, and farm parcels price differently. Lot size, well and septic, outbuildings, age, and condition all affect value. The appeal disputes market value; the tax rate and the bill are set elsewhere.
Filing process: The Caroline office is at the Denton Multi-Service Center, 207 South 3rd Street, Denton. An appeal is filed within 45 days of the notice date, either online using the notice's control number or on the paper form mailed with the notice. The Supervisor's-level review may be by phone, video, in person, or in writing, and SDAT allows one postponement of a scheduled hearing. SDAT works to complete reassessment appeals by June 1. After the final notice, an owner has 30 days to appeal to the Caroline County Property Tax Assessment Appeal Board, and then 30 days from the board's decision to reach the Maryland Tax Court, which charges no filing fee. Outside a reassessment year, a petition for review is due by the first working day after January 1. A purchase transferred between January 1 and June 30 opens a 60-day new-owner appeal once the deed is recorded.
Evidence to review: The property worksheet shows how SDAT reached the value: land rates for the home site and any excess acreage, building area, quality, condition, depreciation, and the Neighborhood Adjustment. Errors in acreage, square footage, or features are often the clearest correction. SDAT's Area Sales Listing is a starting set, and owners may add sales from SDAT's Real Property Search or local sources; comparable-property worksheets cost a nominal fee. In Caroline, a farmhouse on acreage, a Denton rowhouse, and a newer subdivision home are rarely comparable to each other. Sales that match on town or rural setting, lot size, age, and condition carry the most weight. Needed repairs are documented with dated photographs, inspection reports, or contractor estimates that the owner approves, and every exhibit is labeled by source.
Current deadline guidance: 45 days from the assessment notice date. A Caroline County owner files the first-level appeal with the Maryland SDAT Caroline County assessment office in Denton within 45 days of the date on the assessment notice. A petition for review and a new-owner appeal follow different eligibility rules and deadlines.
Caroline appeals go to the SDAT office at the Denton Multi-Service Center, 207 South 3rd Street, Denton.
Only Caroline's Area 3 accounts are reassessed for January 1, 2027.
SDAT lists Caroline's homestead assessment cap for July 1, 2026 at 5%; the county may adjust it by March 15.
Farm acreage, small-town lots, and Choptank River parcels value differently, so sales need to match the setting.
